I do not think, except for speculators that the rates would be found sufficiently low to induce persons to occupy the site, and if it did I think it would be hardly fair to Tenants on this side who might be injured thereby.
The First Land Sale might comprise sea frontage from the Naval Coal Sheds to S. M. Point, and space from the Cantonment Southwards, a Condition of Sale being that this latter area be cut-down to certain levels defined on the plan, and Such conditions inserted in the Leases, the area might be placed at the disposal of the Contractors for filling the sea frontage.
